Tao Zhang

Distinguished Research Fellow, HKUST-Jiangmen Laboratory of Carbon Science and Technology | Senior Engineer | Strategic Scientist in Smart Cities and the Internet of Things
Dean Zhang Tao is a nationally renowned Internet of Things systems architect, smart city strategist, and senior engineer in the field of electronic information. He currently serves as President of the Zhengzhou Institute of Internet of Things. As an industry leader with high professional standing and outstanding leadership in digital transformation, intelligent sensing, and big data governance, he also serves as Rotating Chair of the IoT China Joint Conference of Social Organizations, Secretary-General of the Henan Internet of Things Industry Association, Deputy Secretary-General of the Henan Intelligent Sensor Industry Alliance, and Expert Committee Member of the Chief Information Officer (CIO) Branch of the China Software Industry Association. Dean Zhang graduated from Xidian University with a master’s degree in Electronics and Communication Engineering, and previously held core technical leadership and senior management positions within China Electronics Technology Group Corporation (CETC). Drawing on decades of advanced electronic engineering practice and extensive cross-sector resource integration capacity, he has long been at the forefront of advancing China’s digital ecosystem, Internet of Things standard systems, and innovation in intelligent health-related hardware.
 
As an interdisciplinary pioneer who deeply integrates advanced electronic information technology with modern social production systems, Dean Zhang’s work focuses on the full-scenario application of Internet of Things technologies, the development of new smart city standard systems, frontier applications of intelligent sensors, and strategic big data planning for government and enterprise sectors. By breaking down the isolated boundaries of traditional information engineering and introducing highly reliable heterogeneous network architectures, edge computing, and intelligent sensor matrices, he has made outstanding engineering and translational contributions to refined urban–rural governance, public safety emergency warning systems, and the construction of proactive health monitoring networks. He has played a key role in top-level industry design, serving as a core expert in drafting several important local standards and participating as a leading figure in the second-phase construction of the Henan Provincial Emergency Command System and the top-level design research of China’s new smart city standard system.
 
With many years of dedication to major national engineering projects and spatial information technologies, Dean Zhang has achieved remarkable accomplishments in landmark scientific outputs, major high-level engineering programs, and intellectual property translation. He previously participated as a core technical member in a series of major national strategic engineering programs, including the national early-warning aircraft program, the aircraft carrier special program, and the manned spaceflight program. As an accomplished technological innovator and inventor, he has published four high-level academic papers and has been granted five national invention patents and utility model patents. In recognition of his landmark contributions to electronic engineering and the national defense science and technology industry, he has received numerous major professional honors, including the Third Prize of the Science and Technology Progress Award of China Electronics Technology Group Corporation, as well as the Special Prize and First Prize of the Science and Technology Progress Award of the 27th Research Institute of CETC. He continues to lead innovation in the integration of China’s digital technologies with the real economy.
